The government has taken a big decision regarding the funds of Panchayats in Haryana. The government has decided that the government will give incentives to the panchayats that spend 75% of the funds. Such Panchayats will be given 25% extra funds. Along with this, it has also been decided that strict action will be taken against those Panchayats who fail to spend the funds.
Guidelines have also come from the Central Government regarding the funds of Panchayats, in which it has been asked to maintain accounts of the funds of the government treasury.
There are 44 Panchayats in Haryana which have not spent the grant given by the government. The government has given instructions to the Deputy Commissioners of the respective districts to take action against these Panchayats.
This was confirmed by the state’s Panchayat Minister Devendra Babli. He has said that the government is leaving no stone unturned in the development of Panchayats. Even after this, Panchayats are not paying attention to the development of the village.
The government will seek clarification from the panchayats in Haryana which are stingy in spending funds. If the Panchayats have deliberately not spent the funds, the government will take strict action against them.
Chief Minister Manohar Lal has also instructed the Panchayat Minister to identify such Panchayats and take action against them. Devendra Babli says that the government is putting all its efforts to ensure urbanization of villages.
Some Panchayats are still protesting against the government’s e-tendering and right to recall in Haryana. There are some Panchayats in almost every district, which are still continuing their agitation against this decision of the government. Whereas regarding the Sarpanches opposing e-tendering, Chief Minister Manohar Lal Khattar has already said that through e-tendering the government has not reduced the powers of Panchayats but has increased them. Now Sarpanches will also have to follow good governance.
Claiming to stop corruption in the works done in Gram Panchayats, Haryana Government has created the process of e-tendering under which e-tender will be issued for work worth more than Rs 2 lakh. Then the work will be done by contractors under the supervision of officials. Apart from this, Sarpanches will have to give details to the government about the development works of the villages. The government believes that by doing this it will be successful in stopping corruption.
Under the Right to Recall, now the people of the villages of Haryana have the right that if the Sarpanch does not carry out development work in the village, then he can be removed even before the end of his tenure. To remove the Sarpanch, 33% of the voters of the village will have to submit a written complaint to the concerned officer, after which the Sarpanch can be removed. This power can go to the Block Development and Panchayat Officer and the CEO.
