Haryana Chief Minister Sh. Manohar Lal has emphasized the crucial role that officers play in implementing welfare schemes formulated by the government. In a recent review meeting with Chief Secretary Sh. Sanjeev Kaushal, Additional Chief Secretaries, Divisional and Deputy Commissioners, the Chief Minister directed officers to ensure that the benefits of the state government’s welfare-oriented schemes reach the grassroots level.
The Chief Minister urged officers to think creatively and diligently to ensure the meticulous implementation of every public welfare scheme, considering primary members of society and common citizens as equally important as the Prime Minister and Chief Minister. He stressed that the real intention of the government in formulating welfare schemes is to ensure timely and swift delivery of benefits to actual and targeted beneficiaries, and mere drafting of schemes on paper is meaningless if their delivery is not ensured at the grassroots level.
During the meeting, a detailed review was conducted of various significant schemes, including Parivar Pehchan Patra, Mukhyamantri Antyodaya Parivar Utthan Yojana, SVAMITVA, CHIRAYU, NIROGI Haryana, AMRIT Sarovar, Meri Fasal Mera Byora, DAYALU, Old Age Pension scheme, Engineering Works Portal, among others.
The Chief Minister also directed officers to complete the work regarding conducting special Girdawari to compensate farmers for crop damage due to untimely rain and hailstorm by April 15, so that compensation to all identified farmers can be transferred by May. He urged officers to work at a faster pace to ensure that farmers do not face any trouble.
The Chief Minister stressed that officers should focus on maximum interaction with the general public to bridge the communication gap, and directed field officers, including Deputy Commissioners and the Superintendent of Police, to hold daily interaction with common citizens for at least 2 hours between 11 am to 1 pm. During this period, no video conferencing with these officers would be held. Regular interaction should also be done with elected representatives and workers as they too are working for the welfare of society.
Furthermore, the Chief Minister directed officers to ensure compliance with State Government orders regarding ‘No meeting Day’ on every Tuesday, and highlighted the importance of Swachhata Abhiyan. He urged officers to ensure cleanliness in every village so that the state’s villages can become a role model in the country. The Chief Minister mentioned the Dulheri village in Bhiwani district, which Prime Minister Narendra Modi recently gave a special mention to in his Mann Ki Baat programme for its cleanliness campaign.
