There have been several occasions reported witnessing Haryana and the adjoining state Punjab eyeball to eyeball after Haryana came into existence in 1966. Following the recent statement of the Punjab Chief Minister Bhagwant Singh Mann regarding UT and the joint capital Chandigarh, the Haryana government, as well as the opposite fractions, have come up united saying that Chandigarh is the joint capital of both states as the same was decided around 36 years ago. Punjab CM Mann had passed the resolution in the assembly session demanding that Chandigarh should be handed over to Punjab as Punjab has the sole right over Chandigarh as its capital. In wake of the resolution of Punjab, the Haryana government called upon a special assembly session to address the issue.

In a reaction to the passing of the resolution by the Punjab government, Haryana CM Manohar Lal took a dig at the Punjab CM that neither he spoke about the share of Haryana in SYL water nor 400 Hindi speaking villages which were to be given to Haryana and the same clear indicates that the Punjab continuous to neglect the rights of Haryana. Formation of Haryana after the separation from Punjab, it was decided that 400 Hindi speaking villages will be a part of Haryana. Contrary to this, Punjab failed to fulfil the decided norm which resulted in a widened rift among both states so far.

In this series, it is worth stating that a meeting of the Congress legislators was held in Delhi here on Monday under the chairmanship of the opposition leader and the Congress stalwart Bhupendra Singh Hooda in a bid to decide further strategy over the issue. Hooda has been criticizing the statement and claim of the Punjab Chief Minister consistently from the very starting and he said that Haryana owns an equal share in Chandigarh. He said that the share among both states regarding resources as well as other assets were decided and in wake of this, Punjab cannot neglect the Haryana demands as well as rights.

Prior to this, the dispute over Chandigarh surfaced six times after the separation of both States. Presently the issue came to the fore after the Union Home Minister Amit Shah had declared recently that all Government employees of Chandigarh UT will be built under Central services rule and regulations instead of Punjab Service Rules annoying the Punjab government led by the AAP as well as the opposite factions including SAD and Congress as well in Punjab.

In this reaction, the AAP led government has brought a new regulation-making a one side claim on Chandigarh as its capital. Apart from the aforesaid, the Rajya Sabha MP Deepender Singh Hooda moved a notice under Rule 267 to discuss the issue of UT Chandigarh saying the Punjab Assembly resolution is unconstitutional.
