A man who allegedly drove through a crowd at a Vancouver block party, killing at least 11 people, has been identified as Kai-Ji Adam Lo. The 30-year-old faces eight charges of second-degree murder in connection with the incident at the Lapu Lapu Day festival.
Who is Kai-Ji Adam Lo?
Lo, a Vancouver resident, was arrested at the scene. Authorities said he was previously known to law enforcement and mental health professionals. Despite his history of mental health issues, investigators do not believe the attack was terror-related.
The attack resulted in at least 11 deaths. Victims ranged in age from 5 to 65. Additionally, dozens more were injured, including a 5-year-old child. Police confirmed that the charge assessment is still ongoing, and more charges are expected.

Police Response and Investigation
Vancouver Police Chief Steve Rai confirmed that there were no prior interactions between Lo and the police before the attack. He described the event as “the darkest day in our city’s history.” Lo has appeared in court and will remain in custody.
How the Attack Unfolded
The attack took place around 8 p.m. as the block party was ending. Organizers had removed barriers, allowing people to enjoy the street. Lo then allegedly drove a black SUV down the road at high speed, plowing into the crowd.
Witness Accounts
Festival-goer Kris Pangilinan described the scene, saying, “[He] just slammed the pedal down and rammed into hundreds of people. It was like seeing a bowling ball hit — all the bowling pins and all the pins flying up in the air.”
Following the attack, there was a heavy police presence around Fraser Street and East 43rd Street. Videos showed first responders treating the injured on the scene. The investigation continues as authorities work to determine further details.
