In a significant move to curb terrorism in the region, Jammu and Kashmir Police in Kishtwar has declared 36 terrorists operating from Pakistan Occupied Jammu and Kashmir (PoJK) as ‘Proclaimed Offenders.’ The swift action comes on the orders of the National Investigation Agency (NIA) Court in Doda, marking the first major initiative of the year. The property attachment process has been initiated, and within the next 30 days, the assets of these terrorists in Kishtwar district will be attached under CrPC 83, which empowers authorities to seize the property of absconding accused.
Senior Superintendent of Police, Khalil Poswal, revealed that these terrorists are playing a pivotal role in mobilizing sleeper cells and orchestrating radicalisation activities, leading to multiple attacks in the region. Operating in collaboration with secessionist and separatist leaders, their primary objective was to wage war against the Government of India with the nefarious design of seceding Jammu and Kashmir from the Union of India.
The 36 proclaimed offenders have been identified as follows:

Hussain Sheikh, Bashir Ahmed Raina @ Showkat, Guzar Ahmed @ Jovid, Shabair Ahmed, Imtiyaz Ahmed @ Tahiq Sadique, Bashir Ahmed, Mohd Shafi @ Amjad, Gh. Nabi Wani @ Majid, Abdul Kareem @ Ismail, Gulabu, Farooq Ahmed Ganie, Mohd. Haneef Sheikh, Mushtaq Ahmed @ Harrara, Mohd. Ifran Khanday, Mohd. Rafiq Khanday @ Khalid, Shahnawaz Kanth @ Munna @Umer, Nayeem Ahmed @ Amir/Gazi, Mohd Iqbal @Bilal, Shahnawaz @ Nayeem, Javid Hussain Giri@ Muzamil, Bashir Ahmed Mughal, Gazi-ul-Din, Sattar Din @ Rajab @ Saifullah, Imtiyaz Ahmed @ Dawood, Shabir Ahmed, Mohd Rafig Keen, Muzaffer Ahmed and Azad Hussain.
The action has been initiated in two cases registered in Police Station Kishtwar and Chatroo under sections 120-B/121-A/IPC, 13/18/39/UAPA (Unlawful Activities Prevention Act). The NIA Court in Jammu had issued Non-Bailable Warrants (NBWs) against all these terrorists operating from Pakistan Occupied Jammu and Kashmir. The move is expected to have a substantial impact on curbing terrorist activities in the region and ensuring the safety and security of the local population.
