brownout-free May polls
ROXAS City – The Capiz Electric Cooperative (CAPELCO) will maximize its manpower to ensure that power supply in the province will not be distracted during the May 10 national and local elections.
This was conveyed by CAPELCO General Manager, Engr. Edgar Diaz to local tri-media practitioners in his message during the cooperative’s recent fellowship night with the mediamen.
“Our linemen are not enough to man the number of schools that will be utilized as voting precincts but we will try hard to deliver stable power supply,” Diaz said.
The cooperative’s assurance came after the Department of Energy (DOE)
presented its power contingency plan to the Commission on Elections to
ensure “adequate and fail-safe” power supply during the election.
However, the Comelec has also assured that the Precinct Count Optical
Scan (PCOS) machines that will be used to cast and count the votes are
capable of running even without an external power supply.
The machines require low power consumption and can easily be connected
to a variety of power sources including rechargeable batteries,
inverters and portable generators.
Comelec Chair Jose Melo said there was no need to have another plan in
case of blackouts since the voting, canvassing and counting would not
last more than 11 hours—from 7am until 6pm.
The PCOS machine can run up to 16 hours using its own batteries. (PIA/A.Lumaque)
