prov’l prosecutor’s office

A SON of Mayor Carlos Cabangal of Banate, Iloilo shot to death a businessman last year, according to Iloilo Gov. Niel Tupas Sr.
In an interview with Iloilo City Councilor Perla Zulueta, host of cable TV talk show Serbisyo Publiko, last Sunday, Tupas said Mayor Cabangal told him that it was one of his sons who shot Carmelino Bachoco on December 25, 2009.
“He admitted that his son shot the victim. But we leave the case to the courts,” said Tupas, who is a political ally of Mayor Cabangal.
The National Bureau of Investigation (NBI) filed Monday afternoon
murder charges against Mayor Cabangal and his sons Carlo and Peter Paul
before the Iloilo Provincial Prosecutors Office (IPPO).
Tupas said he doubts if Cabangal can achieve justice from the IPPO
because of numerous complaints against the disposal of cases in the
said office. The NBI said the mayor and his sons conspired to killed
Bachoco in the evening of Christmas Day.
Bachoco and his helper and relative Rally Beljera were on their way
home when the Cabangals allegedly accosted them at the town proper
several meters from the municipal police station.
Beljera, who survived the shooting, had claimed that Carlo and Peter Paul, who were riding a motorcycle, blocked their way.
Beljera also claimed that Mayor Cabangal, his son Jerson and several unidentified persons followed from behind.
The witness said he saw Peter Paul draw a pistol and shoot them. Bachoco died of gunshot wounds in his chest and head.
The mayor and Jerson Cabangal were wounded in the shooting.
Mayor Cabangal said Bachoco fired the first shot when the former tried to approach the victim to settle their differences.
