IN at least two radio programs recently, Iloilo City Mayor Jed Patrick Mabilog unleashed his indignation against the management of the Metro Iloilo Water District (MIWD) for slackening on its commitment to submit to him the terms of reference (TOR) for the bulk water supply project aimed at ending the local water crisis.

“Due to their conflict with the board of directors,” the mayor said, obviously referring to MIWD general manager Le Jayme Jalbuena and other top-level employees, “they are deliberately delaying it. It’s sabotage!”

The sudden shift of the mayor’s sympathy must have jolted the Jalbuena group. In the past, the mayor had been quoted as saying he would allow the Local Water Utilities Administration (LWUA) to replace the five-man MIWD board of directors with LWUA nominees in the wake of Jalbuena’s allegation that the incumbent board was uncooperative.

SOME administration people, while unable to dispute the importance of a city public college to the poor on their right to “equal opportunity” under our Constitution and under the “Education for All” thrust of the national government, have also raised the issue of the need for “excellent education”.

The idea is to first make a study of the community colleges in the country to find out how they have fared in providing “excellent education” and, necessarily, in also producing “excellent graduates”. “Otherwise, the city public college might just be a waste of money,” an administration councilor even observed.

Interesting appointments

THERE is something amusing in the latest batch of appointments of President Aquino.

Like in the high-paying positions of Board of Directors of the Development Bank of the Philippines. Gloria Arroyo defender and Philippine Star columnist Alex Magno is out. Ronald Llamas of Akbayan is in.

I don’t know if Llamas specifically asked for DBP because of Magno but the mere mention of the names of the two reminds me of their verbal wrestling many years ago.
