Judiciary gets zero for capital
outlay for new courtrooms

AS the national government refused to allocate funds for the judiciary capital outlay, courtrooms would continue to be housed atop public markets and police stations, the Supreme Court (SC) administrator said Monday.

So said SC administrator Jose Midas Marquez on Monday before the House appropriations committee, noting that the Department of Budget and Management (DBM) gave the judiciary zero allocation in capital outlay – which covers infrastructure development.

The judiciary proposed a budget of P1.875 billion for capital outlay, supposedly to finance the construction of several courthouses, renovation of the SC’s “prehistoric" library, and nationwide computerization program.

Arroyo was hands-on, says spokesperson

MANILA - The spokesperson of former President Gloria Macapagal-Arroyo revealed that the government’s crisis management mechanisms would have been discussed with the Aquino administration had they agreed to a proposed joint Cabinet meeting before June 30, 2010.

Elena Bautista-Horn was asked by ABS-CBN News about existing government protocols for crisis management, and if these would have been among those turned over in a joint Cabinet meeting last June.

“Probably, this would have been discussed (sa joint Cabinet meeting),” she said.

LWUA must pay govt
P263M in unremitted dividends 

THE Local Water Utilities Administration must pay the government P263 million in unremitted dividends, instead of giving its officials perks and bonuses, Sen. Franklin Drilon said Tuesday.

"They have refused to remit [those dividends] and yet they have declared bonuses," Drilon told reporters after the Senate hearing on alleged perks and bonuses received by executives of government-owned and -controlled corporations (GOCCs).

The LWUA remitted P237 million to the national coffers from 2006 to 2007.

MANILA - Justice Secretary Leila de Lima will not anymore entertain questions from the Hong Kong media regarding investigations being done on the hostage incident.

To manage the disclosure of information to the media, the Hong Kong media will instead have to get updates from their own government officials, she said.

In turn, she will give updates on the status of the investigation only to local reporters.

siege probe in 2-3 weeks

MANILA - A government panel will finish its investigation on the bloody August 23 hostage crisis in 2 to 3 weeks’ time to finally bring justice to its victims.

Justice Secretary Leila de Lima said the government panel, dubbed the incident investigation review committee, will wrap up its last leg of evidence-gathering within the day, composed of bullet trajectory examinations and re-enactment of the crime scene.

She said a 3-day marathon clarificatory hearing will follow thereafter, where main personalities linked to the hostage crisis a week ago will be invited, including Manila Mayor Alfredo Lim and members of the media who last talked to the hostage-taker.
